The Complete Record

The Full Story

This site records Bank of Ireland’s role in the tracker-mortgage scandal and the continuing consequences for affected customers. It combines regulatory findings, personal stories and evidence of the financial and emotional harm caused, including the loss of family homes and damage to small businesses. Disturbingly, homes are still being lost as some customers continue to suffer the effects of mortgage overcharging and unresolved failings.

It also examines more recent concerns involving mortgages transferred to Bank of Ireland from KBC, the responsibilities of Bank of Ireland’s current leadership and Board, and the gap between the bank’s public commitments and the experience of customers still seeking resolution.

The Full Story is divided into five sections, covering the scandal and regulatory findings, the human cost, KBC mortgage transfers, leadership and governance, and issues for borrowers.

Bank of Ireland played a leading role in the tracker-mortgage scandal, one of the most serious consumer-protection failures in Irish banking history. Nearly 16,000 customer accounts were affected, with families suffering years of overcharging, financial distress and, in some cases, the loss of their homes.

The Central Bank of Ireland found that the bank had committed 81 regulatory breaches. Its investigation identified unclear and contradictory mortgage documents, unfair complaints handling, inadequate systems and persistent failures to identify and protect affected customers. Bank of Ireland was fined more than €100 million, the largest fine ever imposed on an Irish financial institution.

The findings reveal how weaknesses in documentation, decision-making and oversight allowed serious customer harm to continue for years.

Section 01

The Scandal and Regulatory Findings

Section 02

The Human Cost

Behind the regulatory findings are thousands of people whose lives were profoundly affected by Bank of Ireland’s failings. Families endured years of overcharging, financial pressure, damaged credit records and threats of repossession. Savings were depleted, businesses were harmed, relationships came under strain and customers reported serious effects on their health.

This section covers how families lost homes they should never have lost. Disturbingly, it records that this is still happening as customers remain harmed by Bank of Ireland mortgage overcharging and unresolved failings. For those affected, the Bank of Ireland tracker-mortgage scandal is not a historical matter as the financial, personal and emotional damage continues.

Section 03

KBC Mortgage Transfers

When Bank of Ireland acquired KBC’s mortgage portfolio in 2023, it took responsibility for thousands of transferred loans. Some former KBC customers have since reported continued overcharging, incorrect mortgage balances, credit-reporting problems and serious financial harm.

This section examines questions about the due diligence carried out by Bank of Ireland before the transfer, how unresolved tracker-mortgage liabilities were handled, and whether transferred balances were properly verified. It also considers the experience of customers who say Bank of Ireland continued to deny problems after receiving evidence of errors, leading, in some cases, to damage to businesses, serious personal harm and the loss of property.

Section 04

Leadership, Culture and Governance

Bank of Ireland’s public commitments to fairness, trust and accountability stand in contrast to the experiences of customers still reporting overcharging, the loss of homes and unresolved harm. Its current leadership and Board face serious questions about how they respond when these problems are brought to their attention.

This section examines those responsibilities, the treatment of customers seeking redress, and reported cultural problems within Bank of Ireland. It asks whether changes in leadership have brought meaningful changes in behaviour, and whether the Board is providing the scrutiny and challenge needed to protect customers and stop further harm.

Section 05

Issues for Borrowers

A mortgage is a long-term commitment, but the interest rate is only part of the relationship between a bank and its customers. Accurate records, reliable systems, clear communication and fair treatment when problems arise also matter.

This section examines issues relevant to existing and prospective Bank of Ireland borrowers, including mortgage overcharging, transferred KBC loans, credit reporting and the handling of customer complaints. It considers the gap between Bank of Ireland’s public commitments and the experience of customers still seeking answers and redress.
